This issue may occur due to the following reasons:
Parents are not invited to the conference.
Check if the parents are invited by editing the conference and clicking on "Invite more."
If they are not invited, select their names and send the invitation.
Parents have different accounts.
Ensure they are using the correct account that received the conference invite.
Parents are viewing the wrong class or group.
Verify that they are checking the Signups tab in the appropriate class or group.
Other issues.
